Born in 1958 in Egypt, H.E. Prof. Abdul Latif Abdul Rahman Ibrahim Al-Mar earned his Bachelor’s degree in Medicine and Surgery from Zagazig University Medical School in 1984, a Master’s in Public Health and Preventive Medicine from the Faculty of Medicine at Menoufia University in 1988, and a Ph.D. in Public Health and Preventive Medicine from Zagazig University in 1993.

His Eminence has held significant positions, including: Professor of Public Health at Zagazig University’s Faculty of Medicine since 2004, Assistant Secretary-General of the Islamic Medical Sciences Organization in Kuwait, Director of Strategic Planning at Zagazig University, Medical Supervisor for Hajj Programs in Medina and Mecca, Consultant to the Kuwaiti Minister of Health, Consultant to the Director General of the Occupational Health Department, Vice President of the Egyptian Society for Healthcare Management, and Coordinator of the Egyptian Alliance for Health Promotion. He is also a reviewer for medical and jurisprudence journals and an instructor for Family Medicine departments, supervising and discussing theses.

His Eminence has held numerous memberships in professional and scientific committees, including: the American Public Health Association, the Kuwaiti Medical Association, the Egyptian Society for Public Health, the Egyptian Society for Occupational Health, the Kuwait Public Health Association, the Kuwait Health Awareness Council, the Kuwait Anti-Smoking and Cancer Society, the National Health Clinics Program, and the National Edging Program.

His research and publications focus on medical issues related to religion and health awareness. He has participated in numerous television and media interviews that explore the connection between religion and science. Currently, he is the Secretary-General of the Islamic Medical Sciences Organization in Kuwait.

His Eminence was appointed as a member, representing the Kuwait-based Islamic Organization for Medical Sciences, to the Council of the International Islamic Fiqh Academy, effective since 2024.
