As part of his official visit to the Kingdom of Morocco, His Excellency Prof. Koutoub Moustapha Sano, Secretary General of the International Islamic Fiqh Academy (IIFA), and His Excellency Mr. Ahmed Toufiq, Minister of Endowments and Islamic Affairs of the Kingdom of Morocco, signed a Memorandum of Understanding at the Ministry’s headquarters in Rabat on Thursday, 9 Safar 1448 AH, corresponding to 23 July 2026. This is the first agreement of its kind between the Academy and the Ministry.

The Memorandum seeks to strengthen cooperation in scientific research, the exchange of expertise and institutional experience, and coordination on issues of common interest, while enabling the Academy to benefit from Morocco’s pioneering model in the administration of religious affairs, particularly in the areas of religious guidance, awareness, and the promotion of moderation.

On this occasion, His Excellency the Secretary General expressed the Academy’s profound gratitude to the Commander of the Faithful, His Majesty King Mohammed VI, may Allah grant him victory, to the Moroccan Government, represented by the Ministry of Endowments and Islamic Affairs, and to the Moroccan people for their continuous support and generous care for the Academy since its establishment. He affirmed that the Memorandum marks a significant step in expanding cooperation with Morocco’s religious institutions, particularly the Supreme Council of Ulema, and reflects the Academy’s commitment to benefiting from successful institutional experiences in advancing the methodology of collective ijtihad.

For his part, His Excellency Mr. Ahmed Toufiq stated that the Memorandum forms part of the Ministry’s strategy to strengthen cooperation with leading international scholarly institutions, facilitate the exchange of expertise, enhance joint academic initiatives, and promote the values of moderation through Morocco’s experience in the governance of religious affairs.

The Memorandum reflects the shared commitment of both parties to strengthening scientific and institutional cooperation, advancing Islamic jurisprudential research, and promoting the values of moderation and coexistence in service of Islam and Muslims worldwide.

The signing ceremony was attended by the Secretary General of the Supreme Council of Ulema, the Secretary General of the Ministry, the Director of Islamic Affairs, several senior Ministry officials, and Mr. Hassan Kumait, Director of the Academy’s Department of Conferences and Seminars.
