At the kind invitation of Sheikh Dr. Shawqi Ibrahim Abdulkarim Allam, President of the Secretariat General of World Ifta Authorities and the Grand Mufti of Egypt, H.E. Prof. Koutoub Moustapha Sano, Secretary General of the International Islamic Fiqh Academy, participated in the 7th International Dar Al Ifta Conference under the title “The Role of Ifta in Achieving Sustainable Development Goals” which was held under the umbrella of the Secretariat General for World Ifta Authorities, in Cairo on Monday and Tuesday 21-22 Rabi’ al-Awal 1444, corresponding to 17-18 October 2022, under the auspices of H.E. Mr. Abdel Fattah al-Sisi, President of the Arab Republic of Egypt .
His Excellency delivered the opening speech session of the conference expressing his thanks and gratitude to Egypt and its generous people and leadership, for holding this honorable conference on an important timely issue. His Excellency spoke about the importance of fatwa in the lives of peoples, saying: “The fatwa was, is, and will remain the refuge of peoples and the refuge of nations in order to know Sharia provisions on calamities and developments. It is of utmost importance in shaping the contemporary Muslim mind, defining its identity, and its view of itself, its society, and the world around it. Therefore, it is not surprising that wisdom of the Lord and the clarification of the Sharia rulings are limited to a distinguished set of scholars who combine knowledge of Sharia with that of reality. It is not surprising that the practice of this honorable task remains sacred and sanctified throughout history, based on its influence on perceptions, behaviors, and practices.
His Excellency also said that fatwa issuance was at one time practiced in the corners of mosques, but today “ is practiced through newspapers, magazines, radio stations, satellite channels, and web pages, just as today it is practiced through fixed phones, mobile phones, and electronic messages, short texts, e-mail, and other means of communication and communication developed, which increased their impact on individuals and societies quickly and deeply. However, it is unfortunate what we see today of frantic strife from incompetent people who are careless and neglectful of the believers’ welfare, but rather they take it as a vehicle for false fame, a deluded popularity, and toxic ideological means to spread problems and social vices, economic and political unrest.
His Excellency stressed that the best remedy for contemporary intellectual afflictions lies in providing the necessary protection for this blessed profession and achieving decisive legal framework that protects the people and the country from the unjust and ambiguous fatwas issued by those who are not into it. The best way to avoid the consequences of those who make lawful unlawful or vice versa, such as in contemporary financial transactions as a result of their inability to distinguish between fixed and intricate rulings regarding finance and business; so we believe that the safe and ultimate solution to the unrest and social turmoil that continues to ravage countries and peoples requires taking intellectual and security measures to put an end to those ominous and feverish fatwas that fuel extremist thoughts, glorify violence, praise fanaticism and terrorism, and call for war, killing and unjust aggression.
His Excellency concluded his speech by praising this conference and such similar activities to correct concepts and direct footsteps to restore prestige and sanctity of Fatwa-Making. The fatwas should be conducted around for the sake of reunification, the closing of the ranks, the unification of the voice of the Ummah against calamities and critical issues, and putting an end to people’s suffering from fighting, dispersal, and quarreling as a result of the spread of aberrant fatwas, at times, malicious, at times expiatory and at other times exploding!!
This conference of yours is being held today to protect this blessed profession from the danger of tampering with the security of peoples and nations, and to unite efforts to defeat those who dare to attack it through satellite channels and modern social media. This honorable profession in the present era is at the hands of those who are vowed to continue spreading sedition in countries, destroying homes, sowing discord and hatred, and defaming God openly!
Your conference is being held to highlight that aspired role of fatwa in enhancing peoples’ awareness of the importance of cooperation, integration and synergy in order to achieve the comprehensive development goals agreed upon by the nations of the earth and adopted by countries and regions, and to confirm that these noble goals are fixed principles and eternal values that are recognized and embraced by our tolerant faith, noble Sharia is the glue, and our blessed religion”
