Praise be to Allah, Lord of the Worlds, and may peace and blessings be upon our Master, the Messenger of Allah, as well as upon his pure and blessed family and his noble Companions.

The Secretariat General of the International Islamic Fiqh Academy, an institution affiliated with the Organization of Islamic Cooperation, in its capacity as the supreme reference for Islamic jurisprudence of the Muslim Ummah, expresses its profound condemnation and strong denunciation of the treacherous terrorist attacks perpetrated by the criminal Houthi militias against vital and civilian installations in the land of the Two Holy Mosques, the Kingdom of Saudi Arabia, may Allah protect it.

These heinous acts of aggression reaffirm the determination of these terrorist militias to pursue their course of aggression and destruction, seek to undermine the security and stability of the Kingdom of Saudi Arabia, terrorize its peaceful population, and attack its resources and civilian installations.

While condemning in the strongest terms these brutal terrorist attacks, the Secretariat General of the Academy affirms that targeting innocent civilians and civilian installations, and spreading fear and panic, constitute criminal acts prohibited by Islam. Such acts are in flagrant contradiction with the teachings of our noble religion and its lofty objectives, and are contrary to human values, international customs and conventions. They can neither be justified nor legitimized under any pretext or justification whatsoever.

In the face of these cowardly attacks, the Secretariat General of the Academy expresses the full solidarity of the scholars and thinkers of the Muslim Ummah with the Kingdom of Saudi Arabia, under the wise leadership of His Majesty King Salman bin Abdulaziz Al Saud, King of the Kingdom of Saudi Arabia, and His Royal Highness Crown Prince Mohammed bin Salman bin Abdulaziz Al Saud, Prime Minister, may Allah protect them.

The Secretariat General implores Almighty Allah to protect the Kingdom of Saudi Arabia and all Muslim countries from the evils of extremism and terrorism, and from the schemes of aggressors and the transgressions of those who sow discord.

On this painful occasion, the Secretariat General of the Academy calls upon eminent scholars, thinkers and wise men and women throughout the world to assume their scientific, intellectual and moral responsibilities in confronting the roots of extremism, excess and terrorism; dismantling their ideological foundations; exposing their deviations; and refuting their misconceptions, false pretexts and fabricated justifications.

It particularly calls for confronting the dangerous ideological premises invoked by the Houthi terrorist militias to justify their treacherous attacks, the destruction of protected infrastructure, the terrorization of peaceful populations, the fueling of discord and sectarian conflict, and the spreading of destruction and devastation throughout the various regions of Yemen.

The Secretariat General of the Academy also renews its call for the concerted efforts of scholars and intellectuals, and for coordinated action at all levels, to combat extremism and terrorism, reject violence and fanaticism, and protect societies from hate speech and extremism.

This endeavor should be based on strengthening the path of moderation and fostering a culture of balance, tolerance and peaceful coexistence, as these principles and values constitute a safeguard for societies and peoples, a fortification that preserves their security and stability, safeguards their unity and cohesion, and prevents the violation of human lives, honor and property.

We beseech Almighty Allah, Glorified and Exalted be He, to preserve for the Kingdom of Saudi Arabia, its leadership and its people, their security, stability and prosperity; to protect it, through His care and providence, from every form of aggression and injustice; to avert from it the schemes of the aggressors; to perpetuate upon it the blessings of security, safety, stability and prosperity; and to protect it from trials and evils, both manifest and concealed. Indeed, He is the Protector and has power over all things.

May the peace and blessings of Allah be upon our Master Muhammad, and upon his family, his Companions, and those who follow them with righteousness until the Day of Judgment.
