His Eminence Sheikh Thaqeel bin Sayer Zaid Al-Shammari was born in the State of Qatar in 1957. He completed his primary education at Umm Salal Mohammed Primary School, graduated from the Religious Secondary Institute in Doha, and obtained both his Bachelor’s Degree and Master’s Degree from Imam Muhammad ibn Saud Islamic University in the Kingdom of Saudi Arabia. He also earned a Ph.D. from the Faculty of Dar al-Ulum, Cairo University.
His Eminence was appointed as a Designated Member of the Council of the International Islamic Fiqh Academy (IIFA), representing the State of Qatar on 14 November 1998. He has held numerous positions, including serving as a Shariah Researcher, then Assistant Judge, Judge, and subsequently President of the Sharia Court of First Instance. He was later appointed President of the Court of Appeal, then Judge of the Court of Cassation, Member of the Supreme Judicial Council, and thereafter Vice President of the Court of Cassation and the Supreme Judicial Council. He also served as Chairman of the Shariah Committee at the Ministry of Awqaf and Islamic Affairs.
In addition, His Eminence served as Chairman of the Shariah Committee for the Review of the Qatari Civil Code, a Member of the Committee for Drafting the Penal Code, the Code of Criminal Procedure, and the Judicial Authority Law of Qatar, as well as Chairman of the Committee for Drafting the Family Law (Personal Status Law).
