Secretary General participates in Marrakesh International Symposium on Fatwa Criteria in African Context

At the kind invitation of the Mohammed VI Foundation of African Ulemas, H.E. Prof. Koutoub Moustapha Sano, Secretary-General of the Academy, participated in the international scientific symposium organized by the Foundation during Saturday and Sunday 20-21 Dhul-Hijjah 1444, corresponding to 8-9 2023, in the city of Marrakesh, Kingdom of Morocco.

His Excellency expressed to the Moroccan media his great pleasure in participating in this timely scientific symposium, which is being held in an important historical period in which the institution of legal fatwas in the countries of the continent is going through a difficult historical turning point, as a result of those scholars who dared to resort to the fatwa before they were able to its tools, etiquette, and conditions, and the result of the distortion of the extremists who claim to have knowledge of Sharia, while they have no knowledge of the rules of inference and deduction, and are ignorant of the purposes and virtues of the Sharia, which calls for the importance of intensifying scientific and intellectual efforts in order to formulate clear, coherent, and comprehensive Sharia provisions that illuminate the path for those who qualify for the fatwa, in the African context, transcends passive isolation under the attacks on constants at the hands of those wo have no relation with the qualified institutions of fatwa and opens up with a responsible and strict openness to the changes and developments witnessed by the world in general, and the African continent in particular, especially in the field of employing all modern means of communication and through official scientific fatwa institutions that adhere to the general principles of Sharia law, are based on overall objectives, are accompanied by jurisprudential foundations, and take into account the consequences of actions, when issuing fatwas on public issues.

His Excellency also stressed that there is an urgent need today to hold more such seminars and scientific conferences in order to protect people’s faith from whoever prone deviant fatwas that contradict the principles of religion, incite violence and exclusion, discord, and disdain customs and traditions, as he called for. His Excellency sought to formulate legislation that criminalizes anyone who submits to a Sharia-based fatwa before mastering its tools and etiquette and prohibits individuals from issuing fatwas on public matters without authorization from the legal fatwa institutions authorized by law and law to address fatwas in those matters. His Excellency also called for the necessity of referring to solid jurisprudential academies regarding it is related to clarifying the appropriate legal rulings for calamities and developments, as they are general fatwa institutions whose members consist of the Ummah’s best, established and distinguished scholars.

His Excellency concluded his speech by expressing his sincere thanks and great gratitude to His Majesty the Commander of the Faithful, His Majesty King Mohammed VI, may Allah protect him, for the great care and generous care he gives to science and scientists in general, and African scientists in particular, in emphasis on strengthening the deep-rooted relations of love, communication, support and support. In the history between the Emirate of the Faithful and the countries of Africa, and to document the status of thought, creativity, and innovation in the Kingdom of Morocco, asking the noble Lord to protect the Commander of the Faithful, to approve of his faithful Crown Prince, and to perpetuate the honorable Moroccan people with the blessing of security, safety and stability. His Excellency also expressed his thanks to the Minister of Endowments, H.E. Mr. Ahmed Tawfiq, and those in charge of the Mohammed VI Foundation of African Ulemas for the good and distinguished organization of this symposium.
