Dr. Abdulfattah Mahmoud Abnauf, Director of the Planning and International Cooperation Department, represented the International Islamic Fiqh Academy at the High-Level Forum concerning the International Islamic Court of Justice (ICJ). The forum was organized in Kuwait City on February 11-12 2025, and dealt with four main topics, including Modern developments in the field of international justice, the objectives and competencies of the International Islamic Court of Justice in the light of parallel international courts, the importance of activating the Court in promoting cooperation and creating self-help means to settle disputes among member states, and the relationship of the Court with the seat state, Kuwait, privileges and immunities.
Dr Abdel Fattah Abnauf presented a paper on the first day in which he outlined the main rulings and clauses of the Academy’s resolutions and recommendations directly related to the ICJ, the most important of which are as follows Resolution on the Principle of Arbitration in Islamic Jurisprudence at the 9th Session in Abu Dhabi in 1995, Resolution on Islamic Unity at the 11th Session in Bahrain in 1998, Resolution on Us and Others at the 16th Session in Dubai in 2005, Resolution on Offensive and Defensive Jihad, at the 22nd Session in Kuwait in 2015, all of which were well received by the participants of the Forum.
It is worth mentioning that the forum aimed at activating the resolution issued by the 50th session of the OIC Council of Foreign Ministers, held in Yaoundé, Cameroon in August 2024, to urge the OIC Member states that have not ratified or signed the Statute of the Court to complete the ratification procedures for its entry into force, and to submit a report by the OIC Secretariat General before the 51st session of the OIC Council of Foreign Ministers to be held in the Republic of Turkey in June 2025.
