Born in 1972 in the Sultanate of Oman, H.E. Dr. Kahlan bin Nabhan bin Abdul Rahman Al Kharusi obtained a bachelor’s in Sharia Judiciary from the Institute of Sharia Judiciary, Preaching and Guidance in Muscat in 1995, and obtained a master’s in Islamic Studies in 1999, and a PhD in Islamic Studies in 2003 from Oxford University, respectively. His Eminence has served in several positions, as a scientific researcher at the Ifta Bureau at the Ministry of Awqaf and Religious Affairs, a legal advisor at the Office of the General Mufti of Oman, an assistant to Oman’s General Mufti, Chairman of the Supreme Authority for Sharia Supervision of Islamic Banks in the Sultanate of Oman, Chairman of the Committee for Editing and Publishing Manuscripts, Chairman of Sharia Committee for Awqaf Institutions, Vice Chairman of the National Bioethics Committee, Vice Chairman of the Board of Trustees of the College of Sharia, and a member of the Sharia Council of the Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI). Participated in many conferences and seminars inside and outside Oman. His Eminence authored several publications, including Muslims and the West, Contemporary Fiqh Issues, the Great Battle of Badr, Witness to History with Moments of Reflection, Family Violence, Consumer Protection as Guarantee and Protection for Man, and Maqalid al-Tanzil by Abi Nabhan Al Kharusi: Study and Analysis. As a member of the Council of the International Islamic Fiqh Academy, His Eminence Dr. Kahlan Al Kharousi has represented the Sultanate of Oman since 2021.
