Born in 1957 in Imbala, Mauritania, H.E. Sheikh Muhammad Al-Mukhtar earned a bachelor’s degree (higher diploma) from the Higher Institute of Islamic Studies and Research of Mauritania. His Eminence has served several important positions as chairman (with minister grade) at the Higher Council of Ifta and Grievances in Mauritania, advisor (with minister grade) for Islamic Affairs at the Mauritanian Presidency, member of the Independent Elections Committee, chairman of the Higher Hajj Committee; chairman of the Board of Directors of the Technical Training Centre for Mahdhara (traditional school) Graduates, the Supreme Islamic Council (with minister grade), teacher at Ibn Abbas Islamic Studies Institute; professor at the National School of Administration, the University of Nouakchott, the Higher Institute of Islamic Studies and Research of Mauritania; member of Chinguetti Prize’s Board of Directors, the Waqf Council, the Islamic Fiqh Council of the Muslim World League, and the Maliki Fiqh Advisory Council in Daleel (Dubai). As a member of the Council of the International Islamic Fiqh Academy, H.E. Sheikh Muhammad Al-Mukhtar Ould Imbala has represented the Islamic Republic of Mauritania since March 9, 2011.
