Professor Dr. Irshad Agabi Onggar was born in 1975 in the Republic of Kazakhstan. He obtained a Bachelor’s Degree in Shariah from Al-Azhar University in 2004, earned a Master’s Degree from the Higher Institute of Islamic Studies in Cairo in 2007, and received a Ph.D. from Al-Farabi Kazakh National University in Kazakhstan in 2010.
His Eminence was appointed a corresponding member of the Council of the International Islamic Fiqh Academy (IIFA) representing the Republic of Kazakhstan on 18 November 2013.
He has held several important positions, including serving as Deputy Chairman of the Religious Administration of Muslims of Kazakhstan, Adviser to the Grand Mufti of the Republic of Kazakhstan, and Deputy Grand Mufti of the Republic of Kazakhstan (2019–2024). He also served as Head of the Department of International Relations and Protocol at the Religious Administration of Muslims of Kazakhstan (2015–2019), Head of the Department of Da‘wah and Guidance at the same institution (2013–2015), Deputy Head of the Department of Relations with Religious Studies Institutions at the Agency for Religious Affairs (2012–2013), Head of the Islamic Research Department at the Research and Analysis Center for Religious Issues under the Agency for Religious Affairs (2012), Director of Religious Affairs in Almaty at the Agency for Religious Affairs (2011), University Lecturer at Al-Farabi Kazakh National University (2009–2011), Shariah Editor at the Asyl Arna television channel (2010–2011), Head of the Editorial and Analysis Department at the Religious Administration of Muslims of Kazakhstan (2008–2009), Specialist in the Education Department of the Religious Administration of Muslims of Kazakhstan (2007–2008), and Vice President of the Egyptian University of Islamic Culture “Nur-Mubarak.”
