H.E. Mr. Hussein Ibrahim Taha, Secretary General of the Organization of Islamic Cooperation (OIC) and Chairman of the Bureau of the Academy, chaired the first Bureau meeting of the Academy for the year 2025, in Doha, Qatar, on Sunday, 6 Dhul Qui’da 1446, corresponding to 4 May 2025.
The meeting was attended by H.E. Dr. Saleh bin Abdullah bin Humaid, President of the Council of the Academy and Vice-Chairman of the Bureau; H.E. Prof. Koutoub Moustapha Sano, Secretary General of the Academy and Secretary of the Bureau; H.E. Dr. Abou Bakr Doukouré, Member of the Academy and representative of the African Group in the Bureau; H.E. Dr. Tijani Sabun Muhammad, Member of the Academy and representative of the African Group in the Bureau; H.E. Dr. Ajil Jasim Al-Nashmi, Member of the Academy and representative of the Arab Group in the Bureau; H.E. Dr. Ahmed Abdulaziz Al-Haddad, Member of the Academy and representative of the Arab Group in the Bureau; and H.E. Dr. Murtada Badr, Member of the Academy and representative of the Asian Group in the Bureau.
The meeting was opened by the Secretary General of the OIC, who welcomed the members of the Bureau and thanked them for their continued support of the Academy. He praised the efforts of H.E. Sheikh Dr. Saleh bin Abdullah bin Humaid for his support and guidance to the Academy in achieving the noble objectives for which it was established and extended his gratitude to H.E. Prof. Koutoub Moustapha Sano for his outstanding efforts in developing and advancing the Academy through the implementation of its programs and activities. Furthermore, His Excellency expressed his thanks and appreciation to the State of Qatar and its wise government for hosting the 26th Session of the Council of the Academy in Doha, praying for the success of the Academy’s work during its 26th Session and that its Resolutions and Recommendations would serve Islam and Muslims in the OIC member states and Muslim communities worldwide.
For his part, the President of the Academy welcomed the OIC Secretary General and the members, expressing his gratitude and appreciation for their participation and continued support for the Academy, and extended his utmost thanks and appreciation to His Highness Sheikh Tamim bin Hamad Al Thani, Emir of the State of Qatar, and his wise government for hosting this session and their warm reception and hospitality. His Excellency also expressed his gratitude to the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud of Saudi Arabia, and his trusted Crown Prince, His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, for the enduring patronage they have provided to the Academy since its establishment. His Excellency noted that this meeting holds special significance as it takes place during a historic phase filled with challenges and transformations. He emphasized that the responsibility of scholars and jurists grows under these circumstances, requiring effective collective ijtihad to clarify Islamic law and present it in a balanced manner that highlights its merits and suitability for all times and places, thereby ensuring human happiness and stability. His Excellency also pointed out that this meeting serves as a prelude to the upcoming scholarly sessions, during which the agenda topics will be discussed, and is an opportunity to deliberate on ways to elevate the Academy and strengthen its position as a global jurisprudential reference. He stressed the importance of supporting the Academy’s Waqf Fund by mobilizing the necessary financial resources to fund its scholarly activities in line with its strategic plan.
In his speech, the Secretary General of the Academy expressed his profound gratitude to the OIC Secretary General for attending the Bureau meetings—his first in-person meeting—thanking him for his continuous support and keen follow-up on the Academy’s work. He also thanked the President of the Academy for his wise guidance, unlimited support, and diligent follow-up on all matters related to the session. He concluded his remarks by expressing his thanks, praise, and gratitude to the State of Qatar, its leadership, and its people—represented by the Ministry of Endowments and Islamic Affairs under the leadership of H.E. Mr. Ghanem bin Shaheen Al-Ghanim—for their warm reception, generous hospitality, and all the noble facilitations and services provided by Qatar to the Secretariat General of the Academy to hold this session with ease and convenience.
The meeting then discussed the items on its agenda, which included approving the minutes of the previous Bureau meeting and briefing the Bureau on the cooperation and memoranda of understanding signed by the General Secretariat of the Academy with numerous religious and scholarly institutions within OIC member states between Jumada al-Akhira 1446 and Dhul Quida 1446. The agenda items also included discussing nominations submitted by some member states for their new representatives to the Council of the Academy, as well as a financial report on member states’ contributions to the Academy’s budget for the current year.
The Bureau approved the membership of the nominee from the People’s Republic of Bangladesh as his country’s representative in the Council of the Academy. It also approved the membership of Dr. Khawla Al-Nubani as an appointed member of the Academy, making her the first woman in the Academy’s history to serve on its Council.
The President of the Academy concluded the meeting by renewing his thanks and appreciation to the members for their participation and praying to Allah for the success of this session.
